                                     Maine Youth Lifetime License Program Lottery

  The purpose of the Windham-Gorham Rod and Gun Club’s Youth Lifetime License Lottery is to support a commitment of area youth to a lifetime interest in hunting, fishing and trapping activities in the state of Maine, regardless of where their family, schooling, or future employment obligations may take them. It is also designed to engender positive and long lasting feelings about the Club with the objective of encouraging, but not requiring, future membership in the Club.

  Who is eligible?

  The youth applicant must be a Maine resident who has been domiciled in Maine continuously for the three months prior to application, or an alien who has been domiciled in Maine for one year. A child is considered a resident if the parent(s) or legal guardian is a Maine resident. Youths can be anywhere from 0 to 15 years of age. 
What licenses are available and at what cost?
The current State of Maine Resident Lifetime License Program has a two-tiered program for youth participants reflected in the tables below:

How the program works
   Each year in the month of October the Board of Directors will decide at the business meeting what funding is available for the Club’s Youth Lifetime License Program and how many licenses or combination licenses will be offered?  Once this is determined, a Board member, designated by the President, will accept nominations from any member in good standing (Probationary members are not eligible to nominate a candidate until they have completed their service hours to the Club). This information will be collected at the October business meeting as well and nominations will remain open until the May business meeting when nominations will close and  the drawing will occur.
  Each Club member will be able to nominate one individual for consideration per year. Family memberships will have one nominee total. Nominees do not need to be blood relatives of the nominating member but the nominating member must ensure the availability of documentation required by the State of Maine to qualify a successful nominee. Nominations must include the relationship to the Club member and birth date of the Nominee. In the event a successful nominee is unable to qualify for the program, an alternate nominee, selected at the time of initial drawing, will take the original nominee’s place. 
  The designated Board member responsible for the program will keep a list of all nominees and draw up identical lottery tickets with an individual nominee’s name on a single ticket. [Note: standard numbered raffle tickets may be used for this purpose with a log listing the numbers against the names of nominees]. The drawing (a “drawing out of a hat”) will occur at the May business meeting in full view of the membership. A primary and a secondary nominee will be selected and recorded for each license/combination license the Club will fund that year. 
   Successful nominees will complete the State of Maine Resident Youth Lifetime License Application checking off the appropriate License/Combination License awarded by the Club. The Club Treasurer will issue a check payable to the Treasurer, State of Maine for the cost of the license(s) awarded. [Note: should the parents or legal guardian wish to upgrade the licenses applied for, they may do so by adding their payment to that of the Club’s before the application is submitted]. It is the responsibility of the member who nominated the successful nominee to notify the Club Treasurer when the nominee receives his/her license.  If the application is returned for a cause(s) that cannot be corrected, the nominating member will notify the Treasurer immediately so that the alternate can begin the application process. The Club check supporting the original application will be returned to the Treasurer and a new check will be issued supporting the alternate’s application. Successful applicants can be asked to appear before the membership at the request of the President.
